– The State recognizes the essential role of optometry as a profession in safeguarding and enhancing the health and general physical well-being of the citizenry. Optometric services shall therefore be promoted as a regular component of the primary health care system.

It shall serve as proof that the registrant is qualified to practice the profession in the Philippines.
