What is the purpose of TENR
A systematic threat assessment process designed to:
increase staff and public safety
Eliminate preventable harm
Reduce criticism of police
Threat is:
Intent (do they have the intent)
Capability (are they capable)
Opportunity (do they have the opportunity)
Environment (what is the environment like)
Exposure is:
The potential harm to:
Police employees
Police operations
Members of the public
Reputations of both you as an individual and police
Necessity is:
The decision when to respond.
Is it necessary to respond immediately or is it better to delay, or not respond at all
Response is:
The plan.
Any use of force must consider all circumstances and must be:
Reasonable, necessary, proportionate (given all circumstances)
Reduce the intent by
Using tactical communications
Capability - bring a firearm to a knife incident
Opportunity - create space
Environment - move
Tactical options and techniques
Officer presence and communications
Mechanical restraints (cuffs)
Empty hand technique (physical restraints, strikes)
OC spray
Baton, dogs, taser, weapon(s) of opportunity
Firearms and force within reason
Tactical communications purpose is
To generate voluntary compliance
