Through the initiative of the National Orthopedic Hospital (NOH) the Philippine Government requested for consultant to survey rehabiltaion work in hospital and other health institutions in the Philippines. Dr. Henry Kessler, who was then with the United nations, recommended among other the establishment of OT and PT schools.
