Abducted Infants

A

Typically the offender is a woman of child bearing age who is trying to replace an infant she recently lost or she may want to have a child but is unable to conceive

Often the offender will impersonate a nurse or other staff member and take the child away from the mother for some tests or other required activity and the offender then leaves the facility with the child.

“debt bondage,”

A

a person is forced to continue to work as a prostitute to pay off a “debt” purportedly incurred through their transportation, recruitment, and substance all of which must be paid before the person can be freed.

Leads

A

• A minor, especially a runaway, involved in commercial sexual activities is being exploited through “survival sex.”
• A citizen of another country is not in possession of identifying documents and claims that someone else is holding these documents.
• The person’s movement, speech, and activities appear to be monitored or controlled by another person.
• Little or no compensation is paid to a person who works excessive hours.
• The person is reluctant to respond or shows fear when asked about unsafe working conditions.
• The person is unaware of their geographical location.

• Workers who are transported to and from labor locations covertly and under controlled conditions.
• Laborers who appear to be suffering from malnutrition or physical abuse.
• Laborers quartered at or near the work site and only allowed to shop at the “company store.”
• The work site is surrounded by barbed wire, may have bars on the windows, is surrounded by guards and guard dogs, and has the overall appearance of a guarded compound.
• The work site is self-contained and the workers have no access to telephones.
• Workers living in an area which is an unsuitable living space.

Investigators should keep in mind that victims of human trafficking often do not consider themselves a victim. They are often completely dependent on their traffickers for their basic survival.
