What is the purpose of a Pre Tender Estimate?
A
A PTE is the last cost check before tender, as the design is the most developed before going out to tender, the cost should accurately reflect the works.
The Estimate can then be used to compare against the tender submissions.

What happens if the tender returns are higher than the PTE?
A
This could be down to external factors.
Employers team should reconcile tenders against the PTE and identify where cost drivers are.
Then look to value engineer or look for cost savings where the drivers are.
