Hints: USSR attempts to persuade USA on something.

A

On November 1958, Khruschev gave allies 6 months to withdraw their troops and hand over the city, the ultimatum failed, as Eisenhower don’t want to give up West Berlin, so negotiations begin. On 1959, Khruschev met with Eisenhower in Camp David, USA and Khruschev agreed to withdrew his ultimatum. Paris meeting on 1960 was wrecked, as Soviets shot down American U2 spy plane over USSR and Khruschev lack of apology. On 1961, Khrushchev met new president John F Kennedy in Vienna, Khrushchev saw him as weak and inexperienced, therefore he re-isued the 6 month ultimatumm however Kennedy don’t want to give up West Berlin, instead he increased 3.2 Billion USD defence spending.
