Why was Hitler keeping the bureaucracy of government the same ILLUSORY?

A

not all ministers had the same level of power
e.g. Hitler kept the foreign minister + G ambassadors
BUT
1934+ Bureau Ribbentrop operated alongside the foreign ministry - always Ribbentrop/loyal Nazi who was entrusted w important foreign diplomatic missions
