use 有 to indicate existence. use 没有 to negate, but do not include numerical identifiers.

房间有四张照片。
桌子上笔。

桌子没有书。

Typically only 里 and 上 are used without 面/边。ie：

桌子上有。。。
房间里有。。。

compared to

桌子下边有。。。
房间外面有。。。

However: do not use 外 alone with countries or specific places
