A
  • recognised the economy had stagnated & accepted that economic reforms would be needed to reverse this trend.
  • BUT, the gov G had inherited = filled with elderly conservatives = were resistant to change.
  • in order to bring about change - first need to remove these conservatives from the gov and replace them with younger, more dynamic individuals, who would support reform. This process began as soon as Gorbachev came to power. Grigory Romanov was removed from the Politburo in July 1985 and key reformers, like Yegor Ligachev, Nikolai Ryzhkov and Alexander Yakovlev, were all promoted to the Central Committee by 1986.
