How did Collor attempt to tackle the country’s still stagnant economy?

A

Shut down the economy, closed banks, introduced new currency, prior Presidents used policy of indexation (1969-95), predecessor manipulated statistics to keep wages down and prices higher which encouraged inflation. Collor introduced new currency, reduced tariffs on imported goods etc.

A

A

If people wanted government contracts he would get 15% under the table, gradually this got out, approval rates down, economy not improving, protests, impeached. Vice President takes power. Elections held in 1995 and Cardoso was appointed.

What was President Cardoso’s economic strategy?

A

Real Plan, tackle inflation, foreign currency reserves, relative success, floating exchange rate, new equity, economy recovered. Cardoso trained sociologist, moderate left-wing politicians, re-elected 1998, left office in 2002. Cardoso one of Brazil’s most productive Presidents.

How did Brazil react to US attempts to establish an equivalent of NAFTA in South America?

A

Brazil initially supported it however Cardoso started to support Mercosul (Argentina, Paraguay, Uruguay, Brazil) which was another free market agreement. Much more promising free trade agreement for Brazil concerned US won’t treat Brazil fairly under NAFTA. Growing leftism and anti-American sentiments in South America. Equivalent fell apart in 2005.

Who was elected in 2002?

A

Lula, working class, poor, union leader after industrial accident, 1979 opposed military government that blocked strikes, went on strike for 2 years, won concession from government to allow unions to help members negotiate contracts. Created Workers Party, ran on that ticket, new party, popular amongst workers.

How did the US react to Lula’s Presidency?

A

Worried he would introduce leftist policies, people worried to invest in Brazil, Lula said he would use moderate policies, followed Cardosa policies, foreign investors satisfied gave him support, some Brazilians disappointed, US less concerned after a few months.

A

2000s listed as BRIC nation - emerging ecnomic markets (Brazil, Russia, India, China - sometimes South Africa (BRICS)) behind Big 7 economies, cooperation between BRIC(S) countries. Highly respected diplomats since 1960s in UN, World Bank, World Court - separate university to train diplomats.
