The IC is responsible for the completion of the tactical objectives. What are they?
Remove endangered occupants and treat injured. Stabilize the incident and Provide for life safety. Conserve property. Provide for the safety, accountability, and welfare of personnel.
What do command procedures do?
Place responsibility for command on an individual based on arrival sequence. It will be strong direct & visible. Provide for orderly transfer of command.
What are the eight functions of command?
Assume confirm and position command. Size up. Initiate, maintain and control communications. Deployment. Strategy and IAP. Organize sectors. Review, evaluate, revision. Continuing, transferring and terminating command.
Who initiates command?
The first fire department member were unit on scene of a multiunit incident.
What is investigative mode?
Nothing showing. Command is mobile. Other units remain in level one staging.
What is fast action mode?
An incident that requires immediate action to stabilize. Command is mobile and company officer goes in with crew.
What are examples of fast action mode?
Offensive fire attacks especially in marginal situations. Critical life safety situations like rescue with compressed time. An incident where firefighter safety is a major concern. Incidents requiring investigation by the company officer.
The fast attack mobile command Lasts only a few minutes. When is it over?
Situation stabilized. Command is transferred. Situation not stabilized, command becomes exterior/stationary.
Describe stationary command.
Incidents based on size, complexity or potential for rapid expansion Require immediate strong, direct, overall stationary/exterior command
Why is command transferred?
To improve the quality of command organization. It should trigger upgrades in the command structure
The first arriving command officer assumes command, what does the second arriving command officer do?
The second arriving command officer reports to command to assume the support officer position
What does the first arriving senior staff or on duty chief do after arriving on scene?
Reports to the command post and assumes the role of senior advisor
When is it advantageous for the first arriving company officer to transfer command to the next company on the scene?
When the initial company on scene requires a full crew for example a high-rise or immediate rescue
What does a later arriving company or command officer do if they cannot communicate with command?
The later arriving company or command officer will assume and announce their assumption of command and initiate whatever actions are necessary to confirm the safety of the missing crew
What information is conveyed for the transfer of command?
General situation status including Incident conditions like fire location and extent has met Bill number of patients etc. incident management plan. Completion of technical objectives. Safety considerations. Deployment and assignments. Need for additional resources
The person being relieved of command should review what with the officer assuming command?
The tactical worksheet should be reviewed it provides the most effective framework for transfer and it outlines the location and status of all members and resources
Is command automatically transferred with the arrival of a ranking officer?
No transfer of command only occurs following the transfer process. The person being relieved will be assigned to the best advantage by the officer assuming command
Who is responsible for managing an incident?
The incident commander is responsible the incident commander outranks everybody. If a higher ranking officer wants to make a change in the management of incident they must first be on scene of the incident menus utilize the transfer of command procedure
When can anyone effect a change in incident management?
Anyone can make a change in extreme situations relating to safety by notifying command and initiating corrective action.
When does the incident command system operate? ( ICS)
The ICS never sleeps. It is in a constant state of readiness when there are no working incidents the on-duty chief and alarm room supervisor share the responsibility of IC
How does the alarm room help him initiate command?
The alarm room receives a call that notifies of a working incident they start the IC process by giving instructions to the caller and dispatching a response. The alarm room in shores that the first on scene unit takes command. The on-duty chief shares this responsibility because they are the highest ranking on duty member
How does the IC maintain control over an incident that goes past a first alarm assignment?
The IC should assign the next command officer as a support officer to assist in tactical worksheet, planning, forecasting and calling for additional resources. The only reason to assign the second command officer to a sector is if safety is in extreme in that sector.
What are the roles and responsibilities of the support officer?
Define, evaluate, and recommend changes to the plan. Provide direction relating to tactical priorities, specific critical fire ground factors and safety. Additional resources? Logistics responsibilities. Assist with the tactical worksheet for control and accountability. Evaluate fire ground organization and span of control. And other duties as necessary.
Who is the senior advisor?
The senior adviser is normally the on-duty chief, the operations assistant chief or the highest ranking officer in the command post
