Resolution vs Certification

A

The particular Chamber of Congress where vacancy occurs must pass either a RESOLUTION (if Congress is IN session) or the Senate President or the Speaker must sign a CERTIFICATION, (if Congress is NOT-in session).
A. Declaring the existence of vacancy; &
B. Calling for a special election to be held within 45-90days from the date of the resolution or certification.

Regular SESSIONS

A

Convene (assemble/gather) once every yr. The 4th Monday of JULY until 30days before the start of new regular session.

A

Neither House during the sessions of the Congress shall, without the consent of the other , adjourn for more than 3 days, nor to any other place than that in which the two Houses shall be sitting.

Adjournment Sine Die

A

Interval bet.the session of one Congress and that of another;
Congress must “stop the clock” at midnight of last day of session in order to validly pass a law.

The Senate is a continuing body while the HOUSE IS NOt.
