28 USC 1391(b)(1)-(3): Steps of how to determine if venue is correct
A
(b)(1) - Suit can be brought in any judicial district in which a defendant resides, as long as all defendants are located within the state
OR
(b)(2) - A judicial district in which a substantial part of the events giving rise to the claim occurred or a substantial part of the property which the cause of action concerns is located.
OR IF (1) OR (2) CANNOT APPLY THEN:
(b)(3) - If there is NO district in which an action may otherwise be brought, any judicial district in which any defendant is subject to personal jurisdiction.
