He was an autocrat, power mad:
- It was illegal to oppose Tsar
- Freedom of speech was strictly censored around 1900
- There were no elections
People weren’t tret equally:
- Civil service carried out instructions of the Tsar
- They were paid by the Tsarist state and were very loyal to it
