A

“Come and Go” habeas.

Congress can change it, restrict it, etc. Statutory hook to follow the habeas claim.

(Congress revoked statutory Habeas and invoked the direct lien of appeal to DC Circuit. Replaced with something that doesn’t protect Habeas.)
