What are federal government factors?
Fiscal policy- the governments plan for spending, taxation, and debt management
Monetary- the means by which the government can exert control over the supply of costs and cost of money
Secondary mortgage markets- the private investors and government agencies that buy and sell real estate mortgages
Government programs- assistance mechanisms enacted by legislation and administered by the government
What is FHA?
The federal housing administration- this provides mortgage insurance to help people who have smaller down payments to qualify for a loan.
What is VA?
The veterans administration- guarantees mortgage loans eligible to veterans.

The constitutional power of state and local governments to enact and enforce laws that protect the publics health, safety, morals, and general welfare
