Determining the seriousness of physical abuse:

A

The circumstance of abuse: Vulnerability (age), multiple offenders, high degree of violence, offender history, location of incident
The injury of abuse: death, bone fracture, burn, concussion, injury requires medical attention, bruising / abrasion
The action of Abuse: blow or kick to head, shaking an infant, strangulation, use of an object, attempted drowning

Serious child abuse includes

A
  • sexual abuse
  • serious physical abuse
  • serious wilful neglect
  • witness to serious family violence
  • allegations against CYF caregivers that involve serious child abuse
  • allegations against Police that involve serious child abuse

CYFS Timeframes

A

Critical: Immediately (ASAP within 24 hrs) Immediate risk of serious harm, the need for immediate protection may be necessary.
Very Urgent: at risk of harm but is not in any immediate danger.
Urgent: Within 2 working days at risk of harm but protected in the short term.

Principles guiding Police practice:

A

Rights of the child: Safe environment, free from violence, protection from neglect, sexual exploitation and abuse
Accountability: Of offenders wherever possible.
Work collaboratively: Proactive multi agency approach to prevent and reduce child abuse, Intelligence sharing
Service delivery : Police will use technology to work faster and smarter in response to child abuse

As per the mandated template, the IJIP must consider:

A
  • Safety and well being of the children
  • CFI - the management of the child victim’s initial interview including consideration of any ethnicity needs
  • Referral for SCI, interviews of alleged offender and others including protective parent / caregiver / parent
  • Evidence collection
  • Any joint visits required
  • Medical practitioner referrals

Child centered time-frames:

A

Time-frames that are relevant to the child’s age and cognitive development. The younger the child the more vulnerable they are and therefore they require a quicker response.
