A

Opposition from wealthy/big business (1935 Chamber of Commerce Attack)
Mid-term congressional elections 1934 produced a more radical House of Representatives (eg Farmer-Labour Party had about 50 supporters in both Houses)
Opposition from Supreme Court made FDR more radical (and needed to replace measures eg AAA and NRA)
Need to response to radical opposition
Atmosphere was for more action
Politics was becoming more divided and extreme: FDR wanted support of the Left
