Oct. 14 - Plane takes photos
Oct. 16 - Kennedy offers two courses of action a) airstrike and invasion or b) blockade w/ ultimatum
Oct 23 - USSR threatens to sink US ships if they interfere with USSR ship going to Cuba
Oct 26 - private letter to Kennedy agreeing to remove missiles if the U.S. removes blockade and doesn’t invade
Oct 27 - 2nd letter before Kennedy responds saying US must remove missiles in Turkey. This happens in secret. Plane is shot down.

  1. Rational Actor Model - behaviour predicated on objectives and options in a hierarchy with consequences attached
  2. Organizational behaviour model - logic of consequence and logic of action. Multilateral institutions come up with an action and use it in the future. Logic based on past action.
  3. Governmental Politics Model - bargaining games, influential factors both internal and external, how many players in the game?
