Q

What constitutes reduced visibility in the WSA?

A

Visibility decreases to such a degree that posted patrols are unable to observe beyond the outer thirty (30) foot clear zone from any point of the WSA.
-Visibility is restricted from WSA LDA due to fogging of the lenses of the CCTV system.
-Loss of Area/Perimeter Lighting at WSA: Notify all posted patrols to increase coverage of their area of responsibility. 90 CES must provide an emergency response when two or more consecutive WSA perimeter lights are inoperative; an entire section of WSA interior lighting is inoperative; ten percent (11 or more) of the total lighting is inoperative; or ten percent (7 or more) of the perimeter lighting is inoperative.
-Visibility is one-half of a mile or less from any point of a moving Protection Level 1 resource.
- When the WSA LDAO is notified of an impending severe weather
warning by MSC.
-Anytime the WSA LDAO notifies CSC that he cannot see a portion of
the outer 30 foot clear zone around the WSA.

Q

What interior checks will be conducted during physical security aid checks, and who will conduct them?

A

AS and ISRTs will check the following:

  • Lighting. Interior, perimeter, structures, entry control facility (ECF) exterior will be checked once per shift.
  • Manholes/grates/comm boxes. Ensure welds are intact or locked, clean/free of debris (i.e., dirt, gravel or snow) at all times. See applicable manhole cover map located in SSIs. 6.5.1.1.3. (DCNI) Vegetation. Must not exceed eight (8) inches; if vegetation is in excess of 8 inches a blotter entry will be annotated with individual notified and WO#. If discrepancy is not fixed within 72 hours the NCOIC of physical security (S3OW) will be notified and a blotter entry will be made.
  • Boundary barrier system. Check both fences for signs of deterioration, tunneling, cutting and tampering to include transmission lines and pick-up all trash.
  • Inner clear zone: Check for depressions, ridges, ditches or objects that could conceal an intruder or obstruct vision.
  • Interior concealment check. Check defensive fighting positions, culverts, ditches and depressions.
  • Conduct random structure checks of M&I facility structures at shift change not to exceed every four (4) hours. Field Distribution Box (FDB) 9 checks will be conducted at shift change not to exceed four (4) hours. ISRTs will start their check without notice. Once completed, notify AS and LDA of termination and results. Annotate all checks in the blotter.
  • Sensor subsystem transmission lines. Check FDBs to ensure all locks are in place and between fence lines for any exposed cables, erosion, etc.
  • Vehicle checks. Periodically check vehicles for removal of keys and hidden intruders. If keys are found in vehicles, remove the keys, lock the doors and turn the keys over to AS.
  • Check the ECP pedestrian, turnstile and vehicle gates to ensure locks are operational by attempting to pull the gates open.
  • Conduct random RTES tower checks. Ensure both doors are secure.

Q

What exterior checks will be conducted during physical security aid checks, and who will conduct them?

A

AS will direct the ESRT to check the following:

  • Restricted area signs: Check for legibility (must be readable from at least 50 feet) and positioned no greater than 100 foot intervals (ten fence panels) and at every major change of direction (i.e. corners).
  • Manholes/grates/culverts. Ensure welds are intact or locked, clean/free of debris (i.e., dirt, gravel or snow) at all times. See applicable manhole cover map located in SSIs
  • Vegetation.
Check both fences for signs of deterioration, tunneling, cutting, outrigger tautness and tampering to include transmission lines.
  • Anti-ram cable located in sectors 2-8 and 10-15.
  • Outer clear zone. Check for depressions, ridges, ditches or objects that could conceal an intruder or obstruct vision. (Outer clear zone is defined as the area extending 30 feet outside the exterior fence line).
  • Vehicle checks. Periodically check vehicles in WSA parking lot to ensure keys have been removed and no intruders are hiding in them. If keys are found in any vehicle, remove keys, lock the vehicle and turn the keys into AS.
  • Exterior concealment check. Conduct two per shift, per ESRT in eight hour shifts and three in twelve hour shifts. As a minimum, check helicopter ops, between checkpoint Alpha and Bravo electric station, pump house and contaminated waste area, water tower, Detection Screen Sentry (DSS) posts, and creek bed on the north side of the WSA.

50
Q

In the event a hostile action is directed towards the DoE shipment while on F.E. Warren AFB, DoE personnel are under the tactical direction of whom?

A

The Installation Commander or senior Security Forces leader if such direction does not compromise the integrity, safety or security of loaded vehicles still in DoE custody. Otherwise, couriers must cooperate fully and ensure they do not interfere with or complicate actions taken by Air Force security personnel.

51
Q

When will DoE couriers be disarmed?

A

Never, DoE couriers are federal peace officers and will not be disarmed
for any reason.

52
Q

If an injured person is being transported out of the WSA, what items will be removed prior to exiting the WSA?

A

SF will obtain AECS #, classified item(s) and/or weapon(s) at the scene prior to departure. Munitions keys will be immediately turned over to an authorized Munitions Key Team.

53
Q

Explain Sign/Counter Sign.

A

The S/CS is a predetermined number between 3 and 9, is DoD Unclassified Controlled Nuclear Information, and will be strictly controlled. This number
will be changed quarterly and is distributed by 90 SFS/S3OW by memorandum to all
agencies authorized emergency entry, the WSA ECP, RDA/CSC and BDOC. The WSA
AS must ensure all SF members are briefed on the current S/CS prior to assuming post.

54
Q

What are the correct procedures for emergency entry into the WSA?

A

As the emergency vehicles approach the WSA, the AEC/SF member,
with the assistance of the Exterior SRT (if available), will determine the status of each
responding vehicle by use of the Sign/Counter Sign (S/CS). As the vehicles approach
the vehicle entrapment area they must open their driver‘s side window. The AEC/SF
member/SRT will challenge each vehicle with a portion of the S/CS. The vehicle driver
will respond with the remainder of the S/CS by a show of fingers on one hand extended
out of the window. If the S/CS is returned properly, the AEC/SF member will count the
number of personnel in each vehicle and verify that number with the vehicle driver. If all
is correct and no duress is indicated, the emergency vehicle will be allowed immediate
entry. NOTE: AMR personnel will be trained on WSA emergency entry by 90 SFS
operations personnel at least two (2) times a year or as required/requested by AMR
IAW the Memorandum of Agreement.

55
Q

When will S/CS not be used for emergency entry into the WSA?

A

When will S/CS not be used for emergency entry into the WSA?

56
Q

What are the procedures when passed the incorrect S/CS or when the emergency responding vehicle has the incorrect amount of personnel inside the vehicle?

A

In the event a specific responding vehicle returns the S/CS improperly or responds improperly to the number of personnel inside the vehicle, a duress will be declared and initial entry denied.

  • The vehicle will be challenged and all personnel ordered to dismount out of the way as directed by SF personnel.
  • Personnel will be separated and asked to explain the reason for the improper response. If all personnel can positively verify that there is no duress, the team is secure and that human error was involved, the team will be allowed entry.
  • If the possibility of a hostile situation cannot be ruled out, entry will be denied, personnel will be apprehended/detained and an up-channel report will be initiated.
  • Additional Security Forces will be dispatched as deemed necessary by the Security Forces supervisor.
  • Entry will be denied only to the vehicle that responded improperly.
  • Other responding vehicles that respond correctly will be allowed entry.
57
Q

What agencies are allowed to emergency in process?

A

Fire department.

  • 90 MDG and AMR.
  • Security Forces responding to emergencies/exercises.
  • USAF convoys and DoE shipments under attack.
  • Explosive Ordnance Disposal (EOD).
  • TRF responding to real world/exercise security situations.
58
Q

What is a safehaven?

A

A Safe Haven is a safe location for the storage of DoE shipments. This situation occurs when a shipment must stop prior to reaching its original destination.

59
Q

Vehicles entering or departing the WSA towing or carrying PL 1 asset(s) or components will not be stopped for an inspection. These vehicles are inspected prior to the movement by whom?

A

by a member of the convoy team.

60
Q

What information will CSC pass on to the WSA EC for a USAF convoy? Who will the EC relay this information to?

A

EC will receive notification from the CSC of the drivers information to include rank, first, middle initial, last name, last 6 of SSN, and proximity card # and relay this information to the AS

61
Q

What are the procedures for a USAF convoy entry?

A

USAF convoy entry.

  • EC will receive notification from the CSC of the drivers information to include rank, first, middle initial, last name, last 6 of SSN, and proximity card # and relay this information to the AS.
  • When the convoy arrives at checkpoint Bravo (the point where the WSA access road meets Cheyenne Rd) the EC will activate the EC-all RDA/LDA icon on the EC console which allows all gates to be opened simultaneously from the closed position (either the LDA or RDA must grant permission).
  • After the convoy vehicle enters the WSA and has been secured at its final destination (1151/1152) the AS will positively identify the driver and passenger utilizing their AECS badges and the information received from CSC. The AS will notify the EC to manually log the drivers into the LPE system. The drivers will exit the WSA using normal vehicle exit procedures.
62
Q

What are the procedures for a USAF convoy exit?

A

USAF convoy exit.

  • When the convoy commander processes out of the area, the EC will obtain the convoy driver‟s information. The EC will relay the driver‟s information to include rank, first name, middle initial, last name, last 6 of SSN, and proximity card # to the AS. AS will be positioned at bay 14 of building 1151 with the PT van and verify driver information. NOTE: AS will not depart bay until permission to roll has been relayed by CSC.
  • The AS will coordinate with the EC and RDAO to open the vehicle gates when convoy has been given permission to roll. The EC will activate the EC-all RDA/LDA icon on the EC console which allows all gates to be opened simultaneously from the closed position (either the LDAO or RDAO must grant permission) just as the PT van is approaching V3 gate (AS will not allow the convoy to depart building 1151 until permission to roll has been granted and relayed by CSC).
  • Once the convoy vehicle has departed the vehicle entrapment area, the EC will close all vehicle gates. The EC will manually log the convoy drivers out of the LPE system.
63
Q

What is the overlying goal for hostile situations directed against the WSA? How can this be accomplished?

A

through violent force, stop the progress of the hostile force, fix their position, aggressively close on their position utilizing coordinated fields of fire, fire control and fire and maneuver to destroy them. This can be accomplished by using RTES and necessary forces to quickly establish a blocking force inside the area and then use external patrols to provide a base of fire and maneuver element, when available.

64
Q

How do we combat a massed attack against the WSA from the exterior?

A

The AS must deploy their RF utilizing established fighting positions to form a blocking force as soon as possible.

65
Q

When a hostile force penetrates the WSA fenceline where must the blocking force be positioned?

A

The blocking force must be kept between the hostile forces and the resources.

66
Q

If the blocking force is overcome, how must the AS reposition their forces?

A

If our blocking forces are overcome the AS must immediately position personnel to place fire on/across any actual or potential opening. If hostile forces breach the fence line and scatter, final denial fire on all structures may be necessary

67
Q

How can the WSA RF prepare to deal with Multiple attacks/stand-off attack/diversions?

A

The ability to effectively deal with multiple attacks can only come from instinct, planning/exercising a myriad of possible scenarios and quick reaction drills until they become second nature.

68
Q

What is the code of the day used for?

A

The code of the day is used for entry/exit into building 1151 and all hot or cold bays/structures IAW the AAAL.

69
Q

During what FPCONS will all SF members be briefed the code of the day?

A

SF members will be briefed during FPCONS Charlie and Delta.

70
Q

Are deletions to the AAAL authorized over the telephone? If so, what must follow the deletions?

A
