Why was parliament reluctant to vote for subsidies.
Because it was raised through taxation of Political Nation.

Crown lands, Custom duties, Feudal dues and parliamentary subsides.
What are Crown lands?
The crown sells land or rents it out on a long lease.
what are Custom duties?
Taxes from goods imported into the country.
what are Feudal duties?
The crown has the right to control an estate that was inherited by ancient right if the heir is under 21.
What are Parliamentary Subsidies
Funds approved by Parliament for emergencies e.g. war.
What are the other groups that form the Political Nation?
- The aristocracy
- The lesser gentry
- Newer groups including lawyers and merchants

What was the key limit to the Monarch establishing absolutism and why?
Parliament because controlled significant financial resources there was concern that if the monarch became self sufficient there would be no for parliament.
Another limit to Absolutism?
The crown did not possess the force/ civil service to impose its will independently it needed the Political Nation to help control the general population.
