Dovere is a modal, or helping verb. The choice of avere or essere depends on the main verb, in this case the third verb in the phrase. Is the main verb intransitive? For a transitive main verb use avere ie. Barbara avrebbe dovuto mangiare (Barbara would have eaten), for intransitive, use essere ie. Barbara sarebbe dovuta uscire (Barbara would have left).
