  • expanded suffrage to people seen as lower class (ppl who owned smaller amount of land) - small landowners , tenant farmers shopkeepers
  • result of industrial revolution = subsequent increased pressure for reform

  • methods included writing letters , pamphlet and giving educational lectures, organising petitions and peaceful protests
