Section 101.2
Scope
Est. regs. affect or relate to structures, process, premises, and safeguard of following:
Hazard of fire and explosion from storage, or use of structure, mat and devices
Conditions haz to life, property, public welfare in structure
Fire Haz in structure from occupancy or operation
Matters related to construction, extension, repair, alteration or removal of fire suppression or alarm.
Conditions affecting safety of FF and responders during ops.
Other laws maybe the duty of FD to enforce
EMS Bureau
responsible mitigating emergencies while providing supervision personnel
Bureau Commander=liaison to EMS Ops, member of EM Management Commitee, responding to major emergencies, On-call for IMT
LAFD is
all risk provider, 4 bureau, 14 Bats, w/ USAR, HAZMAT, Heli, Boats, Heavy Equip, Divers, Airport Crash
Admin Services Bureau
analyze expenditure of FD funds. Advising & consulting w/ Chief in fiscal & personnel management
Fire Prevent & Public Safety Bureau
prevention, invest, & elimination of fire, and haz in buildings, boats, aircraft & cars.
Maintenance of fire equip, systems.
regs of storage of hazmat
enforcement of fire and panic safety regs of State Marshal

Board of Fire Comission
5 citizens of LA, appointed by Mayor confirm by Council. Board=Managed commission the oversight over FD ops.
Also, board can hear, act upon variances in FC & waive reqs for Code regs under FD jurisdiction
Section 101.3 Intent
est. min. reqs consistent w/ national good practice by providing level of life safety & property protection in buildings & safety for FF and responders

Severability
sections, subsec., sentence, clause, phrase of code is unconstitutional, decision shall not affect validity of remainder of code

Validity
any part of code is held illegal or void, doesn’t make other parts of code illegal

Validity of other laws
Nothing in this article shall be construed to prevent the enforcement of other laws that prescribe more restrictive limitations.
Section 101.5.2
Other limitations
Permissive provisions of this article shall not be presumed to waive any limitations imposed by any other laws.

Chief reports to Board, recommending revisions of articles. Those recommendations based on studies of:
-Requests for variances
-Hazards reports or determined by inspection
-tech advancements of methods, material and processes
-invest of fires
-recommendations of FCAC

Purpose: assists Chief with revisions

Badge Adoption
Badge est by Board of Resolution 189 on June 12 1941

Use and wearing badge
Unlawful to impersonate wearing badge.
Exception Retired

Department who have been honorably retired from active duty by reason of length of service or physical disability
Section 101.8.2 Facsimiles and counterfeit badges
Section 101.8.3 Honorary badges
No official badge of any design indicating a connection with the LAFD shall be issued to any person as an honorarium.
Section 101.8.4 Ownership of badges and insignia.
All badges & uniform insignia shall remain the property of the City. Receiving such property shall be required to sign a receipt therefor, and the receipt shall set forth an agreement to reimburse the City for loss for the standard cost price as determined from time to time by the Board.
Section 101.8.5 Manufacturer’s obligation
Cannot manufacture, make, sell, design or transfer any official FD badge except upon the official order of the FD’s custodian of badges. The manufacturer shall deliver manufactured badges only to said custodian and may manufacture only the number of badges authorized by that person. Nothing herein shall be considered as affecting the manner in which contracts for the purchase of badges by the City shall be awarded as provided in the City Charter.
