the imerpial bureacy was basically a system of little working men/officls to make sure citizens were not doing things they weren’t supposed to. they were effective because the men in that system were qualified to do their job. in reality, men of higher social classes mostly took these jobs bc lower class men didnt have time to study AND work. the exams revolved around confucian classics which taught them how to resolve conflicts.
