Rules on Effectivity of Laws
- A law shall take effect on the sixteenth day. In counting a period, the first day shall be excluded and the last day shall be included.
- A law can be published in a newspaper of general circulation because newspapers could better communicate the laws.
- The phrase “unless otherwise provided” refers only to the date of effectivity. Publication is indispensable in the due process clause.
Rules on interpretative regulations.
1. Interpretative regulations and those merely internal, i.e., those that regulate only the administrative agency’s personnel, need not be published.
Publication must be in full.
The publication must be in full or it is no publication at all, since its purpose is to inform the public of the contents of the laws.
No need to publish Supreme Court Decisions.
It is the duty of the lawyer at practice to keep abreast.
Unpublished presidential issuances are ordered published in Official Gazette.
All important legislative acts and resolutions of a public
nature x x x; [2] all executive and administrative orders and proclamations, must be published.
