1) The complaint will be registered the the appropriate level of the chain of command i.e. company, battalion, division level. 2) Every effort will be made to satisfactorily resolve such complaint at the lowest possible level of the chain of command and only when such effort proves futile will the matter be referred to the next higher level. 3) The original complaint or any referrals up to and including the division level need not be in writing. 4) In the evnet the complaint cannot be resolved after having reached the division level, the member concerned will submit a special report, through channels, to the Fire/EMS Chief furnishing all pertinent information.
