A

-Prioritizes services and goods provided (what is necessary to provide care/importance of item)
-New budget each year (based on program goals)
-Needs documentation
-ATC to evaluate and justify all expenses

A

-Expenses are broken down into classes and subclasses (expendable supplies, permanent equipment, salaries and benefits, maintenance and repair, professional organization memberships, physician involvement)

-allows parent organization greater monetary care
-advantage: breakdown of categories -> easy comprehension
