Always hit.

Stand if dealer’s card is between 4 and 6; otherwise hit.
Hard 13 or 14
Stand if dealer’s card is 6 or less; otherwise hit.
Hard 15
Surrender if dealer’s card is 10; stand if dealer’s card is 6 or less; otherwise hit.
Hard 16
Surrender if dealer’s card is 9, 10, or A; stand if dealer’s card is 6 or less; otherwise hit.
Hard 17 or higher
Always stand.
Soft 17 or less
Always hit.
Soft 18
Stand if dealer’s card is 8 or less; otherwise hit.
Soft 19 or higher
Always stand.
Pair of 2s or 3s
Split if dealer’s card is between 4 and 7; otherwise hit.
Pair of 4s or 5s
Always hit.
Pair of 6s
Split if dealer’s card is between 3 and 6; otherwise hit.
Pair of 7s
Split if dealer’s card is 7 or less; otherwise hit.
Pair of 8s
Always split.
Pair of 9s
Stand if dealer’s card is 7, 10, or A; otherwise split.
