What is a Quadrennial Defense Review (QDR)?

A
  • is prepared every 4 years following the Presidential election to summarize the military goals, objectives and strategy for the coming 4 years.
  • The QDR is required by law to be submitted to Congress in February of the 2nd year of a presidential administration.
  • The QDR identifies Defense goals and forms a basis for the Defense Strategic Guidance, the National Military Strategy and the Strategy for Homeland Defense and Civil Support to present a more detailed baseline for programming Defense funds in the 4-year presidential term.

A

is developed by the Chairman of JCS (CJCS) to address objectives in the DoD Strategic Plan that require a military response. The CJCS serves as the advisor to the President, the National Security Council, and the SECDEF.
