A

Word or phrase that can be inserted into a conversation. Developed to ensure personal are authorized unescorted into a restricted area and alerting personnel of duress. FOUO and published by S5IX in letter not to exceed 6 months. Current primary, alternate and exercise

Emergency response notifications

A

Annotated in blotter and SFMIS if warranted. Notifications will be made after sufficient knowledge of incident has been obtained. Notification matrix will be followed in all cases. Coordinate with CP to prevent misinformation/duplication. Blotter will reflect when contact can’t be made with individual/agency outside of SF. No circumstances will a notification be made in the blotter as made when contact was not command as practical. Includes notifs made to other agencies such as CP. S2I is briefed when AFOSI is notified. Notify S3O immediately after info is gathered concerning incident.

A

A

Directed by FC or S3O. Minimum of 2 patrolman. Will initiate with BDOC and walk dayroom and floors assigned to. Report suspicious or damage. When complete patrolman will contact BDOC who will annotate in blotter. Should be random.

Fresh pursuit

A

LE officer (with/without warrant) purpose of preventing escape of effecting the arrest of any person who is suspect of committing or having committed, a serious crime. Implies pursuit without unreasonable delay, but need not be immediate pursuit. Also refer to chasing a suspect or escaped felon into neighboring jurisdiction (off of HAFB) in an emergency, without time to alert LE in that area.

Fresh pursuit speed/blockade

A

Reasonable based on time of day, weather, location. SF will terminate when no longer safe to bystanders and drivers. Will keep visual. Every attempt will be made to avoid high speed pursuit by using roadblocks and closing gates. Notify Civ authorities and relinquish pursuant as soon as Civ are able to take over pursuit. DOES NOT APPLY WITH NUCLEAR AND CHEMICAL WEAPON COMPONENTS. IEC will block traffic lanes when pursuit initiated. When POV are I there tell driver to get to safe spot. If CIV involved in pursuit IEC blocks the gate traffic lanes.

Funds Escort BDOC

A

Brief and dispatch armed SF to funds escort location, code 14, identify facilities by priority listing, conduct security stays with patrol at 3 MIN intervals until escort is terminated. SF will not carry/assist funds. Advise direct route. Never let anyone between you and escort vehicle. Stay 10 far behind handler. If alarm happens, follow qrc

Evidence/found property

A

Will be received via AF Form 52 with exception of found DoD Credentials. Synopsis will be written on 52. Property with evidentiary value will be places in evidence locker. Stored in BDOC and chain of custody maintained by controller/alarm. SF investigator will receipt for the property next duty day. Photos will be taken (alert photo) and attached to report. Make effort to contact owner to return item if found. If not located S2I will be notified next duty day to pick up. Blotter entry will be made stating how item was obtained and who turned it in.

Handling minors

A

Notify parent/guardian: all interaction will be done in presence of parent or guardian. Parent or guardian 60 mins to respond to scene. If can’t come 1st shirt contacted and afforded opportunity to respond and observe processing. Family friends can act as observers but no legal standing. Can delay if guardian can’t get there if doesn’t allow physical decay, be destroyed, or become compromised, or interfere with ongoing investigation. If guardian can’t respond FC qualifies determination must be made based on minors intelligent and voluntary statements also maturity and comprehension. FC will not delegate this. SF will cease processing and contact SJA

A

4th ammendment sets guides for search and seize. All provisions governing adults will be applied to minors. Any search beyond a pat down or incident to detention requires a warrant. Unless exigency circumstances exist, searches should be made in the presence of the respective parent/ guardian

A

Terry stops involving juveniles may be made of the detention is temporary with respect to the SF members training and experience and potential of criminal activity having occurred. A simple frisk is made for weapons only. Clothing may not be removed unless to retrieve a suspect weapon

Minor incident to detention

A

Personal/property may be subject to search as a result of detention for the commission or suspected commission of crime. Scope of this search is limited to obtaining evidence and/or lacking weapons. Clothing may not be removed unless necessary to retrieve identifiable weapons and/or evidence.

Witnessing
Whenever possible a SF member of the same sex as the subject, witness, or victim present during interview/interrogation. When an investigator interviews opposite sex, another sf member of the same sex as interviewee should be present to witness interview. If member of same sex isn’t available, a second member or investigator should be witness to the interview.

Transporting
When possible use same sex member during transport. If not possible have another sf member. Notify BDOC of starting time, location, mileage, and termination time, location and mileage. Notify when member of opposite sex is being transported. If vehicle doesn’t have cage sf has to ride in back with suspect. For safety use seatbelts, also search vehicle prior and after transport.

Searching
SF will not conduct searches on opposite sex unless identifiable risk. During imminent risk of danger, SF can accomplish a simple frisk on members of opposite for weapons. Outer garments or handbags in control of members of the opposite sex may be searched at any time. When possible, wait for member of opposite sex to arrive on scene to conduct a search

Implement appropriate QRCs, coordinate/transport recall messages among the squadron, message center, and mobility processing center (if coms is out), recall sign in logs, assembly point. If coms is out BDOC will have runner go to CP. Use post priority chart for each FPCON.
