“It was raining” is a complete clause that is disrupted by the next line, ‘exclamation marks’ .
This creates a sudden unexpected break
This mimics the disruption of normal life.
They must be careful as conflict can break any time. The war keeps going on, the clause could’ve stopped but it didn’t.
