Driving Privilege in Guam
It is a privilege granted by the Teritory of Guam, according to the rulings of the court.

Pull to the right hand side of the road and stop your vehicle and wait for the EV to pass.
What if there is heavy traffic and cannot pull over for an Emergency Vehicle?
Keep moving forward, signaling your intent to pull to the right, and keep looking for an opportunity to pullover.
