A
Father Gapon made a petition which complained about the working conditions in the cities. It was signed by over 150,000 people. They then all marched to deliver the petition - peacefully - to the Tsar. The Tsar got scared and ran away from the Palace and left his guards to keep order. The guards chose to shoot when the protestor got too close
