It’s electrons pulling power

A
Negative because it pulls the shared electron closer to it

Why are shared electrons closer to the smaller atom than the big atom
A
The smaller atom has less nuclear shielding so there is a greater force of attraction between the electrons and the nucleus

Why are shared electrons more strongly pulled by the atom with the greater core charge
A
There is a larger charge so a greater force pulling the shared electrons towards the nucleus
