What does EDVP stand for?

What are alignments based?
- Billets within rate and pay grade
- Billets in rate and pay band E-7 to E-9 (supervisor), E-5 to E-6 (journeyman), and E-4 to E-1 (apprentice).
- Billets within rate and lower pay band.
- NEC requirements and outside above alignment process (case-by-case)
- Any exception must be approved by Manning Control Authority’s executive agents.
How is an alignment requisition generated?
When a billet does not have a Sailor aligned or a PL is in an orders negotiation window (current month through projected 12 month in the future).
What is the purpose of an Activities Manning Manager (AMM)?
To act as liaison between the activity and the PERS-4013 Placement Coordinator (PC)
What are the access levels of MyNavy Assignments (MNA) and who has access to them?
Unlimited access may submit manning inquiries or alignment changes to the PC, held by AMM (CO, XO, CMC, or designated AMM) and limited Activity Manning Support AMS which allows designated command users to view required data for internal personnel assignment reviews, but not other PII.

How are manpower changes submitted and how often are they processed?
Submitted via Total Force Manpower Management System (TFMMS) and processed weekly.
What is the difference between a Prospective Gain (PG) and a Tentative Gain (TG)?
Prospective gains have a billet alignment and hard copy orders while a tentative gain has alignment to a billet but not hard copy orders.
Will Sailors aligned to billets with NEC requirements receive training included in their orders if they do not already possess the NEC?
Yes, to the maximum extent possible.
How can commands request Sailor realignments within the command?
Via the AMM submission of a Member Realignment Request (MRR), Personnel Manning Action Request (PMAR) preferred, or contacting PERS-4013 PC via phone or email. (Must be based on Sailor no longer meeting original billet assignment requirements, ie reduction in pay grade)
Who should be contacted for Distribution NEC issues and alignment issues and who should be contacted for PRD issues?
Command’s PC for DNEC and alignment
Sailor’s rating detailer for PRD issues
All other issues Personnel Support Office
What is the Navy’s authoritative readiness reporting system for navy commands?
DRRS-N (Defense Readiness Reporting System-Navy)
How often should AMMs review change request summary in MNA?
Daily at a minimum to provide feedback to PC on any manning actions in their area of responsibility.
What is the URL for MNA and is there an afloat environment available?

No afloat environment exists or is planned and EDVR procedures must be coordinated with ISIC prior to scheduled operations.
How are MNA access roles accomplished?
By user’s positional authority requested through MyNavyHR website instructions and forms
What could happen to a Sailor filling and unfunded billet or non-refillable items excess position?
Sailor will be considered “in excess of funded requirements” and may be used by the TYCOM/budget submitting office (BSO) to fill a gapped, funded billet at another activity.
On the MNA website, what is a “change flag”? How long do they last?
Indicates a change in billet or personnel data affecting alignment, impact readiness, and “fit and fill” metrics. Last until next bi-monthly realignment cycle.
Who is responsible for Sailor having the correct NEC or training en route if alignment requires?
The gaining command
Who must the AMM contact if a PG/PL date is incorrect?
Personnel Support Detachment (PSD)/Training Support Center (TSC) to adjust or investigate
When will an EDLN result in a PL reflected on the PG/PL report?
When date of loss from the Navy occurs prior to the Sailors projected rotation date.
What is “bringing” in regard to DNECs?
DNEC assignments made without regard to the alignment billet requirement to identify NEC compensation, independent of Sailor’s alignment.

How often should AMM review PMARs that affect the command or Sailors inbound to the command?
