Q

What happened to the regeneration scheme of winchester city centre

A

2003 council entered an agreement with Thornfield properties

2009 consent was granted for a scheme. It included 287 residential units, 35% being affordable, replacement bus station and car park and office spaces.

the 2014 scheme was changed. No affordable housing, bus station was no longer needed, reduction in the amount of public parking but increased retail space. (This was to make the project profitable for investors etc)

2015 council was found to have acted unlawfully when accepting new scheme so said that developers would have to use the 2009 scheme

2016 council terminated agreement with Henderson development. But left 2009 planning permission in place

2017 after national competition council appointed jtP architects to create new scheme to bring to lie ‘silver hill’ called the ‘central Winchester regeneration’

Present - current plan is to create a pedestrian friendly, mixed use, vibrant retail and cultural area.
