one of the reason for the Morley minto reforms was the new liberal government had decided to new constitutional reforms in India. it was stated that they would increase in the government through elections therefore to keep their promises they decided to introduce Morley minto reforms.

Hindu agitation

A

another reason was Hindu agitation against the Partition of Bengal which affected the British negatively. the Hindus started the swadeshi movement which was boycott of British goods which affected their economy and they even attempted to assassinate the viceroy therefore in order to maintain the partition and satisfy the Hindus they introduced new reforms

another reason was the British began to realise that the Indian demand for increased share in the government was fully justified therefore they were in the favour of granting them more rights. also they realised that Hindu dominating the councils would worsen Hindu Muslim relations hence they decided to introduce new reforms

moreover, the British were improving their relations with the Muslims and were beginning to understand the Muslim fear about the future and how the current situation was inadequate to safeguard the Muslims. the Muslim league had made it self clear that they were a separate community and would not merge their identity with other communities hence the British introduced Morley minto reforms

futher, lord minto had granted muslims some concessions to prevent them from being dominated by hindus e.g the muslims after the simla deputation increase their number of seats in the councils and that muslims had their own representatives that would be elected by muslim voters. therefore in order to fulfill their promises and prevent hindu domination introduced these reforms

A

lastly, the british introduced these reforms in order to maintain a good relationship with all the communities. the british felt that in order to rule effectively they needed to be on good relations with every community. lord minto felt by taking harsh measures against the congress and Hindus would not solve anything but will make matters worse. hence to rule more effectively and improve relations decided to introduce reforms
