What are the marine casualty threshold?

What is the difference between a VTS directive and a VTS measure?
A directive is aimed at a particular vessel. A measure is aimed at all vessels.
What is the National Vessel Movement Center?
The National Vessel Movement Center (NVMC) was established by the United States Coast Guard (USCG), in accordance with Title 33 Part 160 of the U.S. Code of Federal Regulations, as a single clearinghouse for submission and processing of notice of arrival and departure (NOAD) information for vessels entering U.S. ports and facilities. The NVMC has functioned continuously since October 2001.
What are weather condition notifications?
- Notify me at least 12 hours prior to gale force winds expected in the AOR.
- Notify me within 30 minutes when weather condition exceed the operating parameters of Sector assets that cause the unit to unable to fully respond in their AOR.
What is the difference between a Harbor Tug vs. a Towing Vessel?
A harbor tug is used to assist ships in docking, anchoring, and departing. A towing vessel is used to maneuver ships and barges which cannot move themselves.
What are the actions is the case of an anchor loss?
Issue a COTP Order to the vessel (foreign or domestic) using the template saved in the COTP folder for “Anchor Loss”.
Conduct conference call with C-WWM, C-PSC (if foreign flagged), C-INSP (if U.S. flag)
Notify VTC if on the LMR.
Notify C-PREV once a recommended course of action has been developed

What are the procedures for debris/wrecks/obstruction to navigation?
- Determine the waterway

What are LOU/Surety Bonds?
Whenever a violation case is pursued, the COTP, OCMI, or FOSC should normally require a Letter of Undertaking (LOU) or Surety Bond from the vessel owner, operator, or person in charge of a foreign vessel as a measure to assure payment of a penalty or fine. Common LOU/Bonds seen at Sector New Orleans are: Violating a Captain of the Port Order, Pollution/MARPOL Violations, Entering Port without Advanced Notice of Arrival or Denied Entry.

What is a “bump and go”?
“The touching of the bottom of the inland waterways by uninspected towing
vessels and uninspected barges in the navigation channel with no damage, no
pollution, no personnel injuries, and no unintentional breaking apart of tow.”

What is done during the threat of a terrorist threat?
Terrorist Threat – Actual or perceived, the EAP is activated by District or Sector Commander.

What are the actions for a secruity breach?

What are the loss of steering procedures?
If the vessel is deep draft and bound for or operating in the Lower Mississippi River (LMR), issue a COTP Order restricting vessel to the nearest safe anchorage. The COTP Order should include a request for CG 2692 Form and require a Class Society examination. During high water, when identifying the nearest safe anchorage, consider directing the vessel to the nearest safe anchorage in the direction they are headed to eliminate risks associated with turning the vessel around. Also, note that a vessel transiting the LMR during high water should have a minimum of three means available to hold a position (i.e. two anchors and an engine). At LMR stages below the high water threshold, a vessel should have a minimum of two means available to hold a position (i.e. an anchor and an engine). Any one of these means may be substituted with the presence of tugs having adequate horsepower.

What are the requirements for a foreign tank vessel to receive and maintain a Certificate of Compliance?
As required by 46 U.S.C. 3714, each foreign tank vessel must undergo a compliance verification exam conducted by the Coast Guard at its initial U.S. port of call and at least annually thereafter. The compliance exam is called a Certificate of Compliance (COC) Exam. Per 46 U.S.C 2101 (39), the term tank vessel means a vessel that is constructed or adapted to carry, or that carries, oil or hazardous material in bulk as cargo or cargo residue. Based on this definition, the COC requirement applies to vessels carrying oil and oil products as well as chemical and gas carriers.
Upon completion of the COC exam, the Coast Guard issues a Certificate of Compliance to the vessel. The certificate is valid for 24 months; provided an annual exam is completed within 90 days of the one year anniversary of the COC’s issue date (see C.1 below). Per the targeting procedures in MSM Volume II, Material Inspection, COMDTINST M16000.7 (series), Section D, Chapter 4, the COC exam is considered a Port State Control (PSC) exam.
What is a midstream transfer (33 CFR 156.3)
Vessel to vessel transfer using fixed piping to transfer the product from one vessel to another. This process is much safer because you can stop and start the transfer at anytime.

What happens during a grounding in the river?
Instruct Master to sound all tanks/voids and provide written statement with the following information:
- Whether or not all tanks and voids have been sounded.
- Description of evidence indicating water ingress or severe damage to vessel.
- Characterize the integrity of the vessel’s steering and propulsion systems.
If vessel is foreign flagged, CDO notify C-PSC, C-WWM, C-INV (conference CPD if recommended).
If vessel is U.S. flagged (inspected or uninspected), CDO notify C-INSP, C-WWM, C-INV (conference CPD if recommended).
If vessel has refloated, issue a COTP Order restricting vessel to the nearest safe anchorage. During high water, if the nearest safe anchorage is downbound, consider sending vessel to the nearest safe anchorage that is upbound. Also, note that vessels transiting the LMR during high water should have a minimum of three means available to hold a position (i.e. two anchors and an engine). At LMR stages below the high water threshold, a vessel should have a minimum of two means available to hold a position (i.e. an anchor and an engine). Any one of these means can be substituted with the presence of tugs having adequate horsepower. If the vessel is still aground when the report is received, restrict the vessel to the grounding location until either the re-float plan or salvage plan is approved and exercised. In any case, request CG 2692 Form.
If the vessel is soft aground and all other criteria listed on the “Re-floating Request” are met, instruct the Master, in consultation with the embarked pilot, to complete the request form and fax it to the SCC and VTC.
If the vessel is hard aground, inform the Master that he is not to attempt to re-float the vessel until he submits a salvage plan to the SCC and that salvage plan is approved.
Notify Agent/Owner.

Notify IMD if pollution occurs. If tank vessel is involved with actual or discharge or substantial threat of an oil discharge instruct RP to activate VRP.
