Power by senator to prevent unanimous consent of bill or presidential nomination to come to the senate floor can be broken by cloture
Cloture
Stoping senators hold by having 60 votes

Congress power to crest federal program or agency and set levels of federal funds to support thag program or agency

Tactic of extended speech designed to delay or block passage of a bill in the senate
