National gov’t, many wanted bill of rights included as well

They know what they want, they are organized, and they spread their message quickly through ‘The Federalist’ and newspapers

James Madison, Alexander Hamilton, and John Jay
What did The Federalist essays explain?
How the Constitution works and why it’s needed

To add a bill of rights and an amendment where the states get all powers that the federal gov’t doesn’t

Until a bill of rights was proposed, voted to ratify in Nov 1789
