What Things do You Need to Make a State
Territory - Land with known and recognizable bounds
Sovereignty - Supreme power within territory
Government - Agency through which state exerts its wills and works toward goals

Required that all legal documents, business agreements, and newspapers, use tax stamps. Caused Boston Massacre/Tea Party
Basis of Our Constitution

Virginia Plan
Virginia Plan called for two legislative houses, with the number of representatives per state based on population
New Jersey Plan
while the New Jersey Plan advocated for a single legislative body with an equal number of representatives per state
