What is the emergency authority of the commander?

A

1.5.4 Emergency Situations
Where procedures do not exist for a particular emergency situation and where the situation requires immediate decision and action, the Commander is authorized to take any action he considers necessary under the circumstances. In such cases he may deviate from normally applicable regulations, operational procedures, and methods in the interest of safety.

What is the ruling about performing an abnormal landing?

A

1.5.4.1 Conduct of the Landing in a Non-normal/Abnormal Situation
The Commander should conduct the landing when in, or following, a non-normal/abnormal situation where the aeroplane’s performance is affected. However, this does not prevent the delegation of the conduct of the landing to another qualified pilot, when, in the opinion of the Commander, and after a thorough assessment of the situation, he considers this to be a safer option.

Chain of command

A

1.6
All flight and cabin crew assigned to a duty or series of duties, report operationally and administratively to the Commander whilst on duty, and while off-duty at an outstation. Should the Commander be unable to conduct this role, his authority shall be delegated in sequence, to the next highest ranking flight crew member(s), and then to the Purser/SFS.

Incident Reporting
All crew members shall:

Report to the Commander, any fault, failure, malfunction or defect which he believes may affect the airworthiness or safe operation of the aeroplane including emergency systems;

Report to the Commander, any event that has endangered, or may have endangered safety; and

Make use of the company’s incident reporting schemes as described in the OM-A Section 11.

Report to the Commander any discrepancy in the required personal documentation required for the flight prior to departure and then shall not operate the flight without the approval of the Commander.
