GENERAL

A

R3103 is designated for activities which must be confined, or where limitations may be imposed on
aircraft operations that are not part of those activities. Use of R-3103 is governed by a LOP between BAAF
ATC, HCF, and Range Control.

R-3103 extends from surface to 30,000’ MSL and is under HCF as its controlling agency. See FLIP Enroute Supplement Pacific, Australia and Antarctica Chart L2 and FLIP Area Planning AP/3A, Special Use Airspace for more details.

HOURS OF OPERATIONS

A

Operational activation of the restricted areas is intermittent. Range Control develops and disseminates
a monthly schedule.

COMMUNICATIONS

A

As per letter of agreement between BAAF Tower and PTA Range Control, R-3103 is divided.

BAAF Tower controls directly over Old Saddle Road (Blue Route), to the northern, eastern, and western boundaries of BAAF’s Class D and Training Areas 1 thru 6, except when the firing points are active or as safety requires.

Lava Radio flight follows aircraft within R-3103, Training Areas Orange (N & S) Gold (N & S), or White (N & S) when firing points are active, and when ATC facilities are open.

Aircraft will have either an operational UHF or VHF radio. FM radio is required in R3103 when Lava Radio is closed.

FLIGHT FOLLOWING

A

When operational, the primary means of flight following in R3103 is with Lava Radio on UHF 226.675.

Lava Radio is operational Monday through Friday 0700L to 1500 or per NOTAM. Lava Radio provides procedural flight following services. Traffic advisories and hazard updates are provided to aircraft operating within R-3103.

The primary means for de-confliction, separation, and coordination between aircraft is the FM Air to Air. When Lava Radio is closed, Range Control provides limited advisory services on FM 38.30.

PRIOR TO ENTRY

A

No aircraft shall proceed south of Blue route or enter R3103 without clearance from Bradshaw
Tower or Lava Radio during published hours. Contact the Range Fire Desk when ATC facilities are closed.

Aircrews will listen to the current Range ATIS broadcast.

Read-back of routing clearances is mandatory

The initial call will include the following:

 Branch of service and ACFT tail number. Only approved tactical call signs may be utilized.
 Number and type of aircraft. (tail number of each ACFT in the flight).
 Number of personnel onboard (each ACFT if in a flight).
 Entry point, destination and proposed route of flight.
 Type of mission (i.e., sling load free flight, NOE, NVD, Blackout, etc).
 Current ATIS code

FREE FLIGHT OPERATIONS

A

Aircraft established within the lateral boundaries of a sector, are free to maneuver without the constraints of a published Nap-of-Earth (NOE) route. Pilot in command must request for free flight
operations.

POSITION REPORTING

A

The following procedures apply when Lava Radio is operational:

 Position reports are required every 15 minutes or when departing a previously coordinated area of
operation for single aircraft.
 Extended position reporting times may be requested for multi-aircraft operations (30 minutes maximum) provided the flight remains within a specified sector(s).
 If the required position report is not received within the specified time period, overdue aircraft
procedures will be initiated.
 Aircraft will not proceed to next checkpoint until clearance is received from ATC or Range Control.

  1. NVD may be waived to 700-2 by Battalion, Squadron, Company Commanders or the HIARNG Operations Officer.

  3. Actual medical evacuation (MEDEVAC) missions will not be reduced below AR 95-1 weather minimums.

R-3103 AIR ROUTE STRUCTURE

A

Air Routes provide for the safe movement of aircraft without interfering with ground-fired weapons and prevent over flight of active firing points. All routes are from centerline (or road when applicable) to 100
meters left or right, rules of road apply.

Air routes facilitate movement via the following:
 North and West Bound at 1000 ft. AGL
 South and East Bound at 500 ft. AGL

Aircrews shall fly the published routes unless otherwise approved.
