How Many Major Subsystems to NIIMS
5
ICS - Training - Qualifications- Publication Management - Supporting Technologies
What is ICS designed to control
Personal, facilities, equipment, and communications throughout emergency operations
When does ICS Start
The time from when the incident occurs until the ops are no longer needed
ICS Allows
communication using common terminology from a single unit response to a major emergency involving multiple agencies
ICS has management capabilities for
Single jurisdiction (single IC),
Single jurisdiction with multi-agency (unified command)
Multiple jurisdictions with multi-agency involvement (unified command)
ICE allows emergency responders to have
An adaptable organizational structure with any type of incident
applicable and acceptable system throughout the country
system readily adaptable to new technology
ability to expand in a logical manner from small to large
basic common elements in organization, terminology, and procedures
Implementation with the least possible disruption
effectiveness in fulfilling all management requirements costs
Common Terminology
Common names are established for all personnel, equipment, and resources, as well as all facilities
Components of ICS
Common Terminology
Modular Organization
Integrated Communications
Unified Command
Consolidated action plans (IAP)
Managable Span of Control
Designated Incident Facilities
Comprehensive resource management
Modular Organization
From Top Down, implemented as needed based on incident needs
Command -Operations - Logistics - Planning - Finance/Admin
Integrated Communications
involves managing communications with a common comms plan developed through SOG’s
Two ways to command and incedent
Single command or unified command
Who is responsible for IC
The agency with overall management responsibility for the incident
Unified Command
Implemented within single or multi-juridical operations with multiple agencies that have shared responsibilities
When should written IAPs be considered
Multiple jurisdictions
long incident durations or multiple operational periods
A number of ICS organizational elements are activated (General Staff)
Required by agency policy
Hazardous Materials are involved
Special ops involved (confined space, Trench rescue)
IAPs should cover
Objectives, strategies, tactics, and supporting activities
Span of control
2- 7 people, with five being ideal
factors driving span of control
Training/Experience level -
Complexity of incident
Type or timeframe of incident- fast-moving required a tighter span of control
Not counted against the rule of 5 for span of control
Safety, Liaison, PIO, RIT crew, sStaging manager
Comprehensive Resource Management
3 methods to accomplish - Single, Task force, strike team
Task Force
A group having common communications and a leader (2 engines, a ladder, a chief formed for a specific assignment)
Strike Team
specified combination of the same kind and type of resource (5 engines and a command leader)
ICS has 5 major funcatinal areas
Command, Operations, Planning, Logistics, Finance/Admin
ICS improves
Safety, proper supervision, accountability, coordinated efforts, improved communications, and minimizing freelancing, jurisdiction liability, and financial impact
