In 1933, president Roosevelt confronted three major challenges:
- Reviving economy
- Relieving widespread human misery
- Rescuing farm sector
Roosevelt and advisors had three step strategy to revive economy
- Provide short term relief for jobless
- Increase federal spending, cooperative agreements between management and organized labor
- Paid farmers to reduce size of crops
Emergency Banking Relief Act

Permitted sound banks to reopen and appointed managers of those still in trouble
Economy Act

Granted executive branch the power to cut government workers salaries
Beer-Wine Act
Amended the Volsted Act to permit the sale of beverages with an alcohol content of 3.2 percent or less

Lasted from 1933-1935
Addressed acute debt problem faced by farmers and homeowners
Federal Deposit Insurance Corporation (FDIC)
Guaranteed personal bank deposits up to $5000
Civilian Conservation Corps (CCC)
Provide jobs to unemployed married men 18-25. Worked on roads bridges campgrounds etc.
Federal Emergency Relief Administration (FERA)
Federal money went to states in grants as opposed to loans
Civil Works Administration (CWA)
Provided federal jobs, after the programs cost went to $1 billion Roosevelt dissolved the administration
Agricultural Adjustment Act (AAA)
(1933) paid farmers to reduce production
United States v. Butler
United States declared the AAA’s tax on food processors unconstitutional
National Industrial Recovery Act (NIRA)
Two parts: dealt with economic recovery and public works projects. The Public Works Administration (PWA) granted $3.3 billion for new government buildings, highway construction, etc.
National Recovery Administration (NRA)
Headed by Hugh Johnson.
- Codes that set wages and prices
- Provided jobs, defined workplace standards and raising wages
Labor standards featured in every code:
40 hour workweek
Minimum weekly wage if $13
Prohibited child labor
Tennessee Valley Authority (TVA)
Brought electrical power, flood control, and jobs to poorest regions in the nation.
