How did the Bill of Rights come to be?
A
- anti-federalists thought government was too powerful, pushed for a Bill of Rights
- federalists were divided, but wrote it anyway
- needed the anti-federalists’ support to ratify the Constitution

What does the Bill of Rights include? When would the listed liberties be exempted?
A
- rights the Americans fought against Britain for but didn’t include in the Constitution
- trade civil liberties for security when the nation is threatened
- limit certain rights

What two elements does the First Amendment contain regarding religion and government?
Freedom of Religion, First Amendment.

- establishment clause - Congress shall make no law respecting an establishment of religion
- free exercise clause - prohibits government from interfering with the practice of religion
