Joint committee
made up of members of both houses to deal with matters of mutual concern, conducts investigations
Committee on committees
nominated members of the party to serve on the various standing committees
Subcommittee
division of standing committee that deals with specific issues in the area handled by the committee as a whole
Conference committee
temporary committee made up of senators and representatives who try to reach agreement on different versions of a bill, happens when both senators and house of representatives don’t agree on a bill
Select committee
temporary house or senate committee appointed to deal with an issue not handled by a standing committee
Standing committee
permanent house or senate committee that considers bills in a certain area
congress can
declare war, borrow money, provide and maintain the navy, establish laws, provide patents, regulate commerce
congress cannot
pass bills of attainder, ex post facto laws, grant titles of nobility, tax exports, give preference to one states ports over another, suspend the writ of habeas corpus without specific circumstances
how does a bill become a law
bill introduced in house or senate, then sent to committee for hearings, then debated on the floor, then voted on, then sent to other chamber, then steps 1-4 is repeated in other chamber, then if passed by both chambers it’s sent to the president
speaker of the house
most powerful member of the house decides who may speak
house majority leader
in both the house and the senate, the party with more members is called the majority party
majority whip
aid floor leaders in each house try to persuade members to support the party’s position on key issues
president pro tempore
presides over senate when vice president is absent
