טור –Bnei Yisrael didn’t believe משה right the first time he told them. Once they saw Hashem talking to משה in the cloud they knew it was true.
רמבן – The first time when Hashem told them about the מן, it was only an immediate solution to their problem on being hungry. The second announcement was that they would continue to get the מן during the rest of the time they were in the מדבר.
מלבים – Hashem was not “planning” on giving meat. Once משה added it in, Hashem repeated what He had said and added the meat.
