A

Lee was the better because confederates won when they were outnumbered, had a smaller amount of soldiers that couldn’t be replaced and lasted till the end of the war.

A

It was necessary because it hurt the Confederates ability to fight and make materials and transport. Soldiers wanted to go home to their families.
